Batteries not charged, although lights blue

-When I first plugged this one light did not work.  (see photo) Seems to be now.
-Charged all batteries.
-Tried in gimble. No joy. Nothing
-Tested and found out two batteries barely have charge.

Not sure if charger OR batteries.

Have tried charging again.

Suggestion to troubleshoot this? I cannot use another charger. I have used different cords and tried to charge 4 times.
